I am proud and excited to share some outstanding news about an award Jay was presented with at a ceremony this week.  Over the past year, he has met great challenges and netted positive changes in our community.

Jay received the Department of the Army Commander's Award For Civilian Service

The award reads as follows.

Department of the Army

Mr. William J Etchell is presented the Commander’s Award for Civilian Service for superior performance during the period of January 2009 to January 2010. Mr. Etchell served as the Child, Youth and School Services (CYSS) Coordinator for USAG Brussels, Belgium and has distinguished himself as an outstanding and exceptional leader whose managerial and organizational skills has uncovered and resolved $75K in late payments and produced $55K above the projected income with the summer program. His professionalism, dedication and diligence has built one of the highest performing CYSS teams in Europe. his exemplary performance and devotion to duty reflects great credit upon himself, U.S. Army Garrison Brussels, US Army Garrison Benelux, Installation Management Command-Europe, and the United States Army.
